Transport companies should prepare for several changes at the same time: the Dutch truck toll, related tax changes, higher labour costs, a CO2 surcharge in Flanders and new tachograph obligations for international van transport above 2,500 kg.

According to STL sector insights, around 5,850 vacancies were open at the end of Q1. Total employment grew to 170,015, but the number of truck drivers fell to 92,535. The pressure is shifting from short-term vacancies to long-term replacement, ageing and retention.

Driving bans and holiday restrictions differ per country. For drivers and planners, the safest approach is to check the destination, loading country and transit countries before each international route, especially around national holidays.

The sector has a strong European position, a broad client base and a vital role in daily supply chains. At the same time, price pressure, economic sensitivity and limited market power make operational discipline more important. The biggest opportunities are integrated logistics, smarter cooperation, digitalisation and cleaner fleets.

Scarcity is becoming structural. Scale, cooperation, better data and sustainability pressure are changing how transport companies plan their workforce. Recruitment capacity now belongs in the same conversation as fleet planning, customer contracts and operational reliability.

Diesel costs, road charging and tighter customer budgets continue to pressure profitability. When margins are thin, every empty seat, unstable route and recruitment delay becomes expensive. Better planning and reliable driver availability directly support healthier operations.

The sector represents a significant share of economic activity and is moving through a period of structural change. Electricity pricing, emission-free fleets, consolidation and driver availability will shape how transport companies compete over the coming years.
